Board of Directors

The Midland Development Corporation is governed by a five-member board.  Board members are appointed by the Midland City Council and commit to serving three-year terms. The current Midland Development Corporation Board of Directors are:

Brent D. Hilliard - Chairman

Brent D. Hilliard is the founder and President of The Hilliard Companies, LLC.  He grew up in the Permian Basin and has lived in Midland the majority of his adult life; is married and has three grown sons. He is presently a Deacon and active member of First Baptist Church, Midland. Brent loves Midland and is excited about the opportunity to give back to his community by serving on the MDC board.

 

Gary D. Douglas - Secretary

Gary D. Douglas is the Vice President and General Counsel of Wagner & Brown, Ltd. having been with company since 1987. Prior to joining Wagner & Brown, Ltd., he was a shareholder in the law firm of Stubbeman, McRae, Sealy, Laughlin & Browder, Inc. Born in Abilene, Texas, Gary moved to Midland where he attended public school from first grade through graduation from Midland High School in 1972. In addition, he is a graduate of the University of Texas with a Bachelor of Business Administration degree in accounting, and a graduate of the University of Texas Law School earning his Doctors of Jurisprudence in 1979. Since returning to Midland in 1979, Gary has been involved in numerous civic, community and church activities.

Wesley Bownds - 2nd Vice Chair  

Wesley Bownds is a native of Andrews, Texas. After graduation from Andrews High School, he attended Texas A&M University and earned a Bachelor's of Business Administration Degree. Wesley moved to Midland in 1980 and began his 34-year banking career with the First National Bank of Midland. He now serves as the Permian Basin Regional President for Frost Bank, a $27 billion Texas banking institution. Wesley has proudly served on the board of Community and Senior Services for fifteen years and is a founding member of Stonegate Fellowship Church. He and his wife Lisa Bownds have two daughters and two grandchildren.

Stephen Lowery - Treasurer

Stephen Lowery is a managing principal of Red Beard Capital LLC (RBC), who engages in sourcing and managing various investments for their clients. Prior to co-founding RBC, he was employed by Henry Investment Group (HIG) within business development. Before joining HIG, Stephen was the CFO of an oil and gas service company, TitanLiner. Stephen ventured into the franchise industry in 2010 and currently operates five locations across Texas. In 2016 he started teaching at Midland College as an adjunct accounting professor. Stephen currently serves on the board of the Boys & Girls Club of Midland. Stephen is a CPA and earned a BBA in Accounting from Texas Tech University and earned a MBA from University of Texas Permian Basin.  
 

Keith Stretcher - 1st Vice Chair

Keith Stretcher has been a long-time resident of Midland, Texas. He was the City Attorney for the City of Midland from 1992 to 2015 and is certified in Texas Municipal Law. Prior to becoming the City Attorney he worked in the Midland City Attorney’s Office for eight years and was the City Attorney for Sugar Land, Texas. Keith is a graduate of East Texas State University and a 1981 graduate of the Texas Tech University School of Law with a Doctor of Jurisprudence. He has testified before a number of Texas Legislative Committees and has helped draft several legislative bills on economic development that have become Texas law. His prior professional and civic involvement includes severing as President of the Texas City Attorney’s Association, as a member of the Midland Chamber of Commerce Board of Directors and on the Chamber’s Executive Committee.
